The Sponsors of Mass Save® Receive Unanimous EEAC Support on Planned Submission of Transformational Energy Efficiency & Decarbonization Three-Year Plan
October 24, 2024Groundbreaking plan to deliver $13.7 billion in total benefits to customers, communities, and businesses across Massachusetts
BOSTON, MA (October 24, 2024) — The Sponsors of Mass Save today announced they received unanimous support from the Energy Efficiency Advisory Council (EEAC) for the upcoming submission of a groundbreaking plan that accelerates the clean energy transition across Massachusetts. The plan includes almost $5 billion of energy efficiency investments that will deliver $13.7 billion in total benefits to customers over the next three years, including over $4.4 billion in equity benefits.
The Massachusetts 2025–2027 Energy Efficiency and Decarbonization Plan received support from all 14 EEAC members present at the vote. In its resolution, the group praised the blueprint for prioritizing equity, decarbonization, and improvements to the customer experience.
The final draft plan reflects months of stakeholder engagement, outreach, and feedback and will serve as a roadmap to help Massachusetts meet its climate goals by delivering savings, enhancing program access for all, decreasing energy burdens, and strengthening and diversifying the clean energy workforce.
Through the Massachusetts 2025–2027 Three-Year Energy Efficiency and Decarbonization Plan programs, the Sponsors aim to:
- Weatherize more than 184,000 homes, including over 75,000 low- and moderate-income households and more than 51,000 rental units.
- Support the installation of heat pumps in over 119,000 households, including 23,000 low- and moderate-income households and more than 15,000 rental units.
- Deliver $13.7 billion in total benefits to customers and 8.3 million MWh and 1.1 billion therms in energy savings.
- Invest $1.9 billion in equity-related efforts, including $1.3 billion in incentives paid for low- and moderate-income customers and over $615 million for renters.
- Provide over $3.4 billion in customer incentives, including those for heat pumps and weatherization.
- Reduce greenhouse gas (GHG) emissions by 1 million metric tons of CO2e.
“This new plan is the result of more than 18 months of impactful conversations with community stakeholders, the Office of the Attorney General, and the Massachusetts Department of Energy Resources," said Christopher Porter, Director of Customer Energy Management at National Grid. “We are committed to expanding access to our nation-leading programs and deliver energy efficiency benefits to more customers throughout Massachusetts, helping the Commonwealth achieve an equitable net zero future.”
“Our plan proposes a simplified and enhanced customer experience as a result of public feedback in addition to increased support for low- and moderate-income customers. Each will help drive greater adoption of electrification and decarbonization while collaborating with MassCEC to build a diverse clean energy workforce,” said Kate Peters, Director of Residential Energy Efficiency at Eversource. “We understand that breaking down obstacles to participation in the Mass Save program is crucial to achieving the state’s climate goals and driving an equitable clean energy transition.”
To continue improving the customer experience, the plan includes:
- Establishment of a new Mass Save Statewide Contact Center to provide holistic, multilingual support for all customers to receive guidance and information needed to participate in energy efficiency and decarbonization programs.
- Continued commitment to ensure timely rebate processing and an improved rebate experience.
- Additional services to help customers with the installation of heat pumps, including with low- and moderate-income homeowners and renters.
“This plan will deliver significant benefits to Massachusetts residents, reducing energy burdens for thousands of households and making real progress in transitioning our state to clean heating technologies,” said Liz Anderson, Chief of the Attorney General Office’s Energy and Ratepayer Advocacy Division. “As the ratepayer advocate, we worked with the Sponsors of Mass Save and other parties to secure a budget cap, cost controls, and cost savings throughout the plan, mitigating the bill impacts of this largely ratepayer-funded program. Critically, we are happy to have secured an unprecedented level of investment and focus on low- and moderate-income households, helping to ensure that Mass Save programs provide increased benefits to the Commonwealth’s most vulnerable communities."
The Sponsors will file this final draft plan with the Massachusetts Department of Public Utilities (DPU) on October 31, 2024. The DPU has until February 28, 2025, to review the three-year plan.
